Forming a team for play in the State,
Regional or National Leagues
Team Formation
1.
Team Formation

a.

Affiliated members will have a documented and published team formation policy.
 
b.
Affiliate Members will be responsible for setting policies and regulations regarding their own team formation consistent with the following:
   
At the time of formation the Affiliate Member must declare if the team will be registered on a yearly or seasonal basis.
     
a.
U10 and younger teams must be registered on a seasonal basis.
     
b.
U11 and older non-select teams may register on a yearly or seasonal basis.
     
c.
U11 and older select teams must be registered on a yearly basis.
   
2.
On a team declared to have yearly registration, players have committed to the team for the year and may only transfer in accordance with the provisions of Section III Registration - Player Transfers.
   
3.
Once a team declared to have seasonal registration, players will be allowed to transfer between fall and spring playing seasons.
   
4.
Recreational team formation:
   
a.
The use of tryouts, invitations, recruiting or any like process to roster players is prohibited.
     
b.
U8 and younger teams must be formed on a random basis using school district, zip codes, friend request, or any similar basis.
   
c.
U9 and older teams can place players by ability as long as there is not a tryout and the Affiliate Member makes a good faith effort to place all players that register.  Ideally, Affiliate Members would evaluate players during the previous season of play or during a camp or academy setting.
 
c.
Unregistered players will not play in matches or practice with teams. 
 
d.
Players are registered to an Affiliate Member and can only participate in that Affiliate Member’s activities (where a player is registered).  Players may also participate in other Affiliate Member activities with permission of their Affiliate Member Coach (primary coach), as a guest player, or as a multiple roster (secondary) player.
 
e.
Affiliate Members with select teams desiring to participate in the Nebraska Soccer League or Nebraska, Regional, or National run leagues are required to complete the mandatory “Intent to Form a Team” application for each of their intended select teams for the coming seasonal year by May 1.  Applications received after May 1 will be reviewed and accepted on a case by case basis.  No team may be registered without previously completing the mandatory "Intent to Form a Team" application.  Affiliate Members and Teams may advertise select team formation for the upcoming seasonal year only after submitting and having accepted the "Intent to Form a Team" application, providing all information is factual and general in nature. 
 
f.

Affiliate Members, their administrators, board members, coaches (paid or unpaid), parents, independent contractors and/or entities used for purposes of administering a process to form teams for the following soccer season may not schedule any such formation events (e.g. tryouts) until the second Saturday in June for the U11-U13 age groups and the Thursday after Midwest Regionals for the U14 and older age groups for each year.  An Affiliate Member found in violation of this rule will be fined in accordance with Section I Compliance with Rules and Regulations.  Individuals involved in the organization and/or running an event in violation of this rule are subject to sanctions:  verbal or written reprimand, game(s) suspension, partial or full season suspension, temporary or permanent suspension.
 
g.
Dissemination of Information.
   
At any time in the year, individuals, teams, clubs, leagues or associations may distribute, mail, advertise or otherwise make available, any and all information, provided that such information is of a general character and is made available to the general population. General population refers to individuals in one or more zip code areas, schools, school districts, worship places or other natural geographical area.
